"地方自治体には、職員数の減少や厳しい財政状況の中で、安全かつ良質な公共サービスが確実、効率的に提供されるよう、地域の実情に応じ、行政改革に取り組むことが求められている。しかし、保健・医療・福祉・介護分野では外部組織と連携した保健事業が展開されているとは言い難く、行政機関と外部組織との役割分担を検討する必要がある。そこで、本研究では、地域の保健事業における行政機関と外部組織の役割分担に関する文献レビューを行い、これまでの研究を概観することを目的とした。文献レビューでは、医学中央雑誌を用いて「行政」「保健事業」「役割分担」「企画」「保健計画」をキーワードに2000年から2021年までに発表された文献を検索し、27件を対象とした。その結果、地域保健分野において保健事業における行政機関と外部組織の役割分担に関する研究は外部組織を活用する意義や目的、活用状況等の観点から検討されているものはあるが、プロセス及び要因は系統的に検討されていなかった。今後は、地域保健分野の一次予防に関する事業に焦点をあて、行政機関が担うべき役割の認識及びサービス提供者の決定について決定しているのかについてそのプロセスと影響を与える要因について専門職の専門性と社会規範を中心に検討する必要があることが示唆された。",
